Catholic Charities Neighborhood Center is a comprehensive social service center located in Wheeling that serves individuals and families in Ohio, Marshall, and Belmont (OH) counties. The Center runs several anti-hunger programs, including a food pantry, meals served on-site, and meals delivered to shut-ins throughout Wheeling. The Center also provides assistance to those facing utility shut-offs, as well as help obtaining official documents like birth certificates and state IDs.

Catholic Charities Neighborhood Center is a comprehensive social service center located in Wheeling that serves individuals and families in Ohio, Marshall, and Belmont (OH) counties. The Center runs several anti-hunger programs, including a food pantry, meals served on-site, and meals delivered to shut-ins throughout Wheeling. The Center also provides assistance to those facing utility shut-offs, as well as help obtaining official documents like birth certificates and state IDs.

The Webster Springs Outreach Center has been serving Webster County since 1999. The center houses a thrift store that is supported regionally by Parish groups in West Virginia and Maryland.

The West Virginia Bureau for Child Support Enforcement, West Virginia’s IV-D agency, establishes paternity and child support, and enforces support from a child’s parent. The Bureau for Child Support Enforcement also enforces court orders for spousal support, known as alimony.

The Low Income Energy Assistance Program (LIEAP) assists eligible households with the cost of home heating through direct cash payments or payments to utility companies on their behalf. A crisis component is available for households without resources facing the loss of a heating source. Eligibility for both program components is based on a combination of factors, including income, type of heating payment, and total heating costs.

West Virginia’s Temporary Assistance for Needy Families (TANF) Program is WV WORKS. It is based on the goals of assisting economically dependent and at-risk families to become self supporting, enhancing the well-being of children, and on assisting families near the poverty level to remain self-sufficient.

Medicaid provides medical care in the community or in an institutional setting, such as a nursing home, to individuals who otherwise may not be able to afford the care.
- Bureau for Children and Families State
SNAP is administered by the WV DHHR and governed by federal law and regulations of the US Department of Agriculture, Food Nutrition Services. SNAP provides monthly benefits to help eligible households buy food. Eligibility to receive benefits is based on household size, income, assets and some household expenses as determined by the federal government.

The mission of the West Virginia WIC program is to improve the health of women, infants and children in West Virginia by providing quality nutrition and breastfeeding counseling and education, as well as health monitoring and nutritious foods.
